At 8:00 p.m. on May 25, 2009, witnessed by Mr. Liu Jianchao, Chinese Ambassador to Philippines and Atty. Arthur C.Yap, Secretary of Department of Agriculture of Philippines, CAMCE Chairman Madam Luo Yan entered into a general contract for the Agno Integrated Irrigation Project with Eng. Carlos Salazar, the Administrator of National Irrigation Administration of Philippines., with the participation of Mr. Peter Favila, the Secretary of Department of Trade and Industry of Philippines; Mr. Bai Tian, Political counselor of the Chinese Embassy in Philippines; Mr.Wu Zhengping, Commercial counselor of the Chinese Embassy;Mr. Wang Bo, Vice President of CAMCE; Mr. Liu Shengcheng, deputy general manager of No.4 Engineering Department of CAMCE; and Ms. Lv Yunhuan, Chief representative of CAMCE to the Philippines.

       With the contract amount of US$ 93.85 million and located at Pangasinan Province at 182 kilometers north from Metro Manila, the project of 30 months of construction period, consisting of an fixed dam of 350 meters in length and 18 meters high on the Agno River, a regulating reservoir of 1 million square meters, two sluices and two water intakes with 80 cubic meters/sec each, is intended for irrigating 34,450 hectare of farmland all year around.
