Uzbekistan President Attended the Commissioning Ceremony of Production Complex of Polyvinyl Chloride (PVC), Caustic Soda and Methanol Project in Uzbekistan Constructed by CAMCE

  On December 28, 2019, President of Uzbekistan Shafkat Mirziyoyev attended the commissioning ceremony of Production Complex of Polyvinyl Chloride (PVC), Caustic Soda and Methanol Project (hereinafter, PVC production complex project). Wang Yuhang, Deputy General Manager of CAMCE attended the ceremony.

  Before the ceremony, President Mirzioyev inspected the project site, accompanied by government officials as the Minister of Energy, the Governor of Navoi State and the Chairman of Ukraine Chemical Group, and visited the project's central control room and inquired on the project.

  At the ceremony, President Mirzioyev congratulated the completion and commissioning of the PVC production complex project, and emphasized that the completion and commissioning of the project has changed the status quo of dependence on imports of PVC and caustic soda in Ukraine, which will not only create a large number of jobs, but also earn foreign exchanges through exports. This will have very important economic and social significance to Uzbekistan and the entire Central Asia region. His Excellency the President sincerely thanked the Chinese government and the Export-Import Bank of China for their assistance in project construction, and highly praised CAMCE and HQC (Shanghai) Company as the project's turnkey general contractor for their efforts and contributions. CAMCE has built an immortal model project of The Belt and Road and Uzbekistan hopes there will be more cooperation with CAMCE.

  Wang Yuhang delivered a speech as a representative of the Chinese side. In his speech, he briefly reviewed the construction process of the project, expressed his gratitude to President Mirziyov, and to Chinese and Uzbekistan government departments, financial institutions, and social groups that participated in and supported the project construction, and highly praised the Uzbekistan government for providing a good construction environment. He hoped the project would make greater contributions to the economic development, social progress, and people's happiness soon.

  In the end, the President pressed the start ball. The screen displayed the picture of the production process of the PVC complex project product, symbolizing the successful commissioning of the project.

  The Uzbekistan PVC production complex project signed the business contract on August 19, 2014, using preferential buyer loans provided by the Export-Import Bank of China, and officially started construction on September 26, 2016. It was signed during the visit of the Uzbekistan government head to China and was an important result of Sino- Uzbekistan cooperation. The project is of great significance to promote international capacity cooperation under the Belt and Road initiative and is also the largest unit contracting project being carried out by Chinese enterprises in Ukraine. It is the first large chemical project that has been commissioned after President Mirzioyev took office.

  Since the construction of the project, as the general contractor of the project and the practitioner of the Belt and Road initiative of China-Ukraine co-operation, CAMCE has cooperated closely with Uzbekistan Chemical Group and Navoi Nitrogen Fertilizer, adhering to the development concepts of innovation, coordination, green, openness and sharing. The parties shared the pains and sorrows and worked side by side, which shows the close friendship between China and Ukraine. The project has received great attention from the governments of China and Uzbekistan, and has received inspections and guidance from leaders of the Uzbekistan President, Prime Minister, Deputy Prime Minister, Chinese Ambassador to Ukraine, and Economic and Commercial Counsellors. At the same time, as a typical project of teaming central enterprises to go overseas, the Uzbekistan PVC production complex project combines two major state-owned enterprises, SINOMACH and CNPC, giving full play to their respective project management, technology, and safe construction advantages, and successfully leading hundreds of Chinese companies of techniques, equipment and engineering construction to go global, and promoting Chinese techniques and Chinese engineering value!
